Yeah, the villains will be up to a more typically A-list level of power, though of course some will probably be weaker. The heroes... Think, like, sidekick-level power, generally. Like, I'll just quote this from Skype as an example of what I'm doing myself.

Alternately, you can apply the Batman Test to your heroes as well. If the answer to the question "Would Batman absolutely kick my hero's ass?" is "Yes, definitely," you're probably good.

Also, ignoring the comic above, would a Batman/Robin test be fair for these villains/heroes, considering the heroes and villains in this RPG will have superpowers and Batman and Robin don't?

Yes; that's why I specifically picked those two for the tests, actually. Keep in mind that I said that, tonally, I'm going for something like the old DCAU shows. Without spoiling anything for anyone who hasn't watched JLU (and is thus officially wasting their life), the final episode of the series features Batman dodging an energy blast previously thought to be literally undodgeable. Of course, there was still no way in hell he was winning that particular fight on his own, but that's the level that a sufficiently well-trained non-powered person can be at in this RP, and you're welcome to play somebody like that if you choose.

But that's beside the point. Basically, the point is that if your character has powers that're so strong that not even a supremely well-trained and well-equipped person using their resources in a creative, highly intelligent fashion even presents a fair fight for them unless they have superpowers of their own, then you're overpowered for this RP. That's why I specifically cited Batman and Robin.

Also, nice comic.
